Who operates? Who is sovereign? How is the instance formed?

Roles are bound separately. Operation, authority, sovereignty and formation are not the same thing.

1 · Operator

Concrete technical/organizational operator of the instance. Root sovereignty is separately bound as: Operator instance; technical operation alone does not create it.

Engineering path: the machine-specific Target rule set is defined/authorized in the Target’s own sovereign binding. Prepared SSMFF path: solution operator/publisher supplies Target rule templates -> sovereign selects/authorizes -> SSMFF binds. SSMFF does not author Target rules.

6 · Formation path

Both: Engineering or prepared SSMFF formation

SSMFF role: Optional prepared formation path: SSMFF may carry discovery/scope/binding/formation burden for a prepared Target while sovereign decisions stay with the Target sovereign.

7 · Factory/Target boundary

SSMFF Formation Rules != Target Rules. Sovereign decisions stay with the sovereign. Factory result/verification/validation/readiness != Target C2/C3/C4/PASS. Missing Target rule or sovereign decision remains non-PASS.

3 · AUTHORITY

Who may carry normative authority?

The concrete operator organization binds its own claimed effect space; external requirements do not become internal authority merely because they exist.

Technical capability, access, or participation creates no additional authority.
4 · EFFECT MODEL

What effect is bound?

The effect space covers bureaucratic effects such as obligations, deadlines, submissions, reports, payments, recognitions, rejections, sanctions, corrections and revalidation.

The effect/result model remains source-local; no foreign machine model is imposed on it.
5 · SCOPE

Scope is causal completeness, not an inventory.

All paths that can create bureaucratic effect in the claimed machine space must be classified, including recurring human and organizational paths.

New or previously unresolved effect-relevant paths reopen the affected claim and must be revalidated.
6 · EXTERNAL SYSTEMS AND CARRIERS

Carriers may carry — not invent normative meaning.

External systems may supply input, carry technical functions, contribute receipts or evidence, or execute bound consequences. Participation, access, provider status, model output, or technical capability does not create normative authority. The concrete role remains source- and instance-bound.

7 · BASELINE / DOMAIN RELATION

Baseline semantics remain machine-specific.

The source permits an initial baseline mode that captures, classifies and evidence-binds existing bureaucracy paths before controlled execution is activated.

SEBG-first is TBYD guidance for existing effect spaces, provided it is not confused with the machine source’s own architecture.
8 · RULES · STATE · JUDGMENT

Rule, state, and judgment must be closed before positive reliance.

This A6 does not impose a generic result model. The source-specific rule/state/judgment model remains controlling. Missing authority, missing required state, conflict, UNKNOWN/OPEN, or another source-defined non-PASS state must not be converted into validity by runtime guessing or programmer defaults.

9 · EVIDENCE

Evidence proves only the claim it actually carries.

Evidence is not after-the-fact documentation; it belongs to the controlled effect chain itself.

Evidence integrity is not automatically semantic or external truth.
10 · FAILURE AND REVALIDATION

Failure is not reinterpreted as PASS.

A source-defined failure is not merely a warning. It binds the specified non-PASS consequence. A material source, scope, authority, rule, state, evidence, or dependency change reopens affected gates; prior PASS is not silently inherited.

11 · FORMATION AND CARRIERS

The machine order is formed before carrier implementation.

The constitutive order remains: Sovereign / Domain → Quality / Process / Systems Engineering → Domain Assurance → Technical Carrier Engineering. Carriers come after normative and machine closure; they may not invent missing rules, authority, or consequences.

Public C0 is architecture — not your finished machine.

The public page binds the machine-type architecture. C1 closes concrete artifacts, C2 binds one operator instance, technical carriers carry the already closed machine, C3 proves activation readiness, and C4 productively activates that exact instance. Public C0 does not transfer PASS to an operator instance.

When the cause of compensating work disappears

The Bureaucratic Load Control Machine addresses the cause of recurring bureaucratic load. As long as a bureaucratic effect has not been fully pre-regulated, executable, evidence-capable and revalidation-capable, people must repeatedly clarify, check, remind, request evidence, document, forward, escalate, correct or repair special cases.

The C0 describes this load as recurring human processing of uncontrolled effect and transforms it into pre-controlled effect. It explicitly distinguishes this from Workflow, Form Automation, RPA and Process Optimization. Its core statement is: “The machine does not merely automate steps. It controls effect.”

The economically decisive distinction is therefore not:

existing bureaucracy → automate the same activity faster

but:

cause of compensating workload → complete ex-ante binding → cause disappears → workload no longer recurs

Where a human activity recurs solely because Applicability, Authority, Evidence, Deadline, Exception or Consequence has not yet been fully bound in advance, the objective is not to execute the same activity faster. After effective complete binding, that compensating processing disappears as recurring workload.

Examples:

  • Applicability is bound: whether an obligation applies does not have to be clarified anew for every case.
  • Authority is bound: the competent or authorised unit does not have to be repeatedly found or freely determined.
  • Evidence is bound: evidence requirements and acceptance are not freely reinterpreted each time.
  • Deadline is bound: deadline states and consequences do not have to be compensated by recurring manual reminders.
  • Exception and Failure Paths are bound: special cases move into defined exception, escalation, SUSPENDED, RED or other states instead of free repair.
  • Consequence is bound: a valid judgement leads to the consequence determined in advance.

R11 is the Consequence Rule. It determines the mandatory consequence. It is not a rule saying “automate task X”.

The effect does not have to map to a single full-time position. Small recurring time fractions may be released across many functions. In aggregate they form available expert capacity. This capacity is not an FTE-reduction number and not a guaranteed cost saving. Its magnitude depends on the starting condition, scope, case volume and actual complete binding of the relevant effect.
